The Civic Redevelopment transforms a neglected block into a vibrant, residential and retail center that opens to a pedestrian street where residents and the public enjoy dynamic views, gathering spots, and walking routes to PGE Park and public transit. The project is located at a pivotal urban site along West Burnside and the intersection of SW 19th Avenue. The development consists of The Civic Condominiums, a market rate condominium tower; The Morrison Apartments, a five-story low-income apartment building for the Housing Authority of Portland; and ground-level retail and below-grade parking.
The apartments are organized in bars fronting West Burnside and SW Morrison with a central courtyard space acting as a green community space for the apartment tenants. The āUā shaped plan is utilized to allow maximum north and south daylight to penetrate into the apartment units, to minimize apartment and condominium units facing each other, and to minimize shadows falling on the pedestrian street. All of the ground level below the condominium tower and the apartments is devoted to retail to activate the surrounding street edges and the pedestrian street.
The Civic Redevelopment has been designed with sustainable design principles from the inception through an integrated design approach utilizing the design team, owner(s), and contractor.
