Preparing a future vision and tangible action items to spur long-term vitality in downtown Gladstone, Oregon, SERA worked with a team led by Johnson Economics to identify redevelopment opportunities; regulatory barriers and fixes; and design guidance that influenced a code update for the downtown core.
This multi-month planning process provided meaningful opportunities for community members to refine the vision with statements of specific need, and to craft recommendations for public and private investment. SERA engaged residents, business owners, city staff and public officials through citizen and technical advisory groups, stakeholder meetings, two public open houses, and online surveys.
SERA created detailed graphics and visualizations to show development scenarios, zoning and code implications, and a complete streetscape redesign concept, throughout the community conversations. The resulting analysis and placemaking guidance is helping the City of Gladstone, and Clackamas County, consider the best locations, phasing, and partnerships for future projects, including a new city hall and possible pedestrian bridge replacement over the Clackamas River.
